america 2.0.23: the secessionist layer of government

introducing a regional level

between the states and the federal government

a buffer zone of autonomy

each with their own very thin

layer of government

based on a shared constitution each region decides 

picking and choosing from the best constitutions

in the world in a popular vote of provision

most regions are created by geophysical population divides

citizens of regions are still citizens in their own state/county/city

the regions are simply a check-and-balance on any federal control

each region is designed to be equally populated,

and philosophically and economically connected 

the central region is unlike the others

which are based on people from various states

the central region is under indigenous nation control

and is made up of all registered tribal members, plus

anyone who lives in their overlapping regions,

which spread to both coasts, all the wild lands

along with corridors for animal migration
